As an addendum, this is also the issue with hours and minutes being 00:
> print(df:parse('2012-04-23T11:00'))
nil out of range: 00 is not between 1 and 60
> print(df:parse('2012-04-23T11:01'))
2012-04-23 11:01:00
And:
> print(df:parse('2012-04-23T00:01'))
nil hour out of range: 00 is not between 1 and 24
> print(df:parse('2012-04-23T01:01'))
2012-04-23 01:01:00

Thanks, Hans - these routines tend to be hard to test, but I will be able to fix this easily (the trouble of course is that this is a 'swiss army knife' date reader ;))

Was simply a case of not reading the ISO 8601 spec carefully (maybe the Lua habit of starting at one helped my confusion!)
