Moved to the correct repository.
The issue is that our images always include the user and do not rely on cloud-init to create it, so you can't tell cloud-init not to create it since it's already there.

Then why can cloud-init remove the user in the ubuntu:20.04 image?

Because that image doesn't have the user pre-created in it
