Sorry for your application being rejected.

Please don't take rejection as a bad thing. In contrary it avoids some avoidable bad experiences (and bad reputation to your app) to your users for sometimes typos or unclear things in the app.

I added numerous examples/samples with both code and explanation like here.
I can't put all details in README, there are too many things to say and I didn't know about this requirement.

It seems like this is a new (since iOS10) requirements:

Important: To protect user privacy, an iOS app linked on or after iOS 10.0, and that accesses the Bluetooth interface, must statically declare the intent to do so. Include the NSBluetoothPeripheralUsageDescription key in your app’s Info.plist file and provide a purpose string for this key. If your app attempts to access the Bluetooth interface without a corresponding purpose string, your app exits

Did you target iOS 10 or did you leave default target from react-native init?

It must be related to recent problem with a weather App using location without consent and even if user dismiss right to use location.
