Did you try modifying them inside studio? Rotation of penis bones is controlled by better penetration I believe so that might be overriding it.

BUT THEN AGAIN
I have been dickin around with having each individual bone in the dick have a rotation IE: Dan_101 having 2 degrees upward, Dan_103 another 2 degrees, so on so forth
