This one's tough, because long labels need longer text-widths to not look awkward, but short labels need shorter widths to fit in smaller spaces. If we optimized for long widths, all these labels would sit on one long line each, and collide:

Because 1) shorter labels are more common than long labels, and 2) showing awkwardly is better than not showing at all, I'm optimizing for tighter widths.
