The best I can tell, Smoothscroll is a chrome extension - unless I'm wrong, this shouldn't be something we're doing. Personally, the first thing I do is disable smooth scrolling in my browser, so not sure it's a great idea anyway. Looking at the MapStoryOrg repo, the SmoothScroll is commented out so not sure what you are seeing.

Either way, when I tried it, there were errors in the index.

Closing this given the redesign work underway and the age of this issue. Please reopen and include more detail about what is desired here from a feature standpoint if this is still relevant.
