UPC protocol implementation package not included about smsj

The UCP transport have been added to the smsj repo again.

Can you verify if the UCP transport still works or if I broke it in some way?

FYI The implementation in the sourceforge jar does not seem to work. Compared with a ruby library (https://github.com/bitcoder/ruby_ucp) I tested aganist a real UCP server, your impl seems to be not really complete (eg. 2 PDUs sent from the ruby impl vs one sent from yours).

The implementation is probably the same as in the sourceforge jar. And as you have discovered, it is by no means a complete implementation of UCP. Only the bare minimum to be able to submit an SMS is implemented.

It would however be great if you can verify if it is possible to submit an SMS through the UCP transport or if it is broken.
