Create an assemblyscript transfomer to do Args deserialization of argument about as

i propose to use a pattern to define function which will be processed by the transormer,
by instance:
##deser_greetings(firstArg: string, secondArg: i32)
would mean that this function has to be transformed for its args to be deserialized

yes we should do a similar thing for serialization of function arguments, function return value and storage value, but let's start with de-serialize function argument.

I wanted us to do a similar thing for serialization, as a precompilation thing. Maybe we should discuss this idea a bit more @peterjah @Thykof
