I've tried to wrap it in a try catch but it still throws the error.

try {
  fetch(apiUrl + '/foo');
}
catch(e){
  console.log(e);
}

fetch returns a promise, which has a catch method . Try

fetch('/foo').catch(function (err) {
  // handle
});

If you're getting ERR_CONNECTION_REFUSED, that's an error at the operating system layer. The connection can't even get far enough to get an HTTP Response that would have a status code (on the application layer).
