chef-server-ctl commands fail after install

When you install the Chef Infra Server, I believe it creates that when it first starts? Looking at the chef-server cookbook which is called by the default recipe. https://github.com/chef-cookbooks/chef-server/blob/master/recipes/default.rb#L47 I believe that file should be there once the Chef Server has started for the first time.
