BCD updates

Added BCD for RTCIceCandidatePairStats and the Firefox and Chrome
data that I will include for the first push of this interface to BCD. Worth note
is that in Chrome, many of the properties are technically implemented, in
that they exist, but do not return a value because they aren't yet wired up
to anything. I have generally chosen to list those as unsupported. The only
exceptions are cases where they do return a value but it is not calculated
per the specification, in which case I list it as supported but include a note
explaining the deviation from the spec. Any additional data, other than
corrections to blatant errors or Firefox specific issues, can be handled in a
follow-up.

The BCD PR 3628 has been submitted.
