Hey Lacyvar,
Sorry for the earlier incomplete fix. I have more thoroughly tested the new fix in #676 and it should resolve the issue you're having. I first need to merge microsoft/OAT#193 and grab the updated version of the dependency to resolve serializing a field extraneously. I expect to merge this in the next few hours.

I've merged the fix and tested the latest nuget package and it seems to be fixed. I'm able to load the default rules, export, clear and load and they validate without issues.
