@shueybubbles do you have any context on recent SMO version changes? Or anything above? Perhaps a conflict with GAC'ed assemblies.

I assume it's the developer's responsibility to copy the NetStandard (15.2) SMO binaries to someplace the webapp can load them from. The NetFX 15.100 binaries are not identical code-wise to the 15.2 binaries; I didn't think there was a scenario where an appdomain would be loading both versions, actually.
Are there other class libraries that mix netstandard and NetFX binaries this way which I should look to for guidance?
