Does this repro with VS2022? I believe our build environment for XDP itself requires VS2022; we support VS2019 for native driver developers. I've built without admin, but we might have suppressed the ICE validation warning there - I don't recall.

I don't have VS2022 installed so I can't say. Interesting, I can confirm running create-installer as non-admin seems to work on my setup. Although building as non-admin I start running into errors related to signing bpf stuff.
"Visual Studio 2022 is recommended; Visual Studio 2019 or newer is required."
Since I'm not running the recommended VS2022, I'll close out this issue.
