What's the exact command you're trying to execute? If you walk through the wizard, are you able to reproduce?

Closing this out for the time being, but if you have issues with activating the virtualenv, take a look here: https://packaging.python.org/guides/installing-using-pip-and-virtual-environments/
I just cloned a fresh copy of the repo, ran through the setup steps, and spoofed a message. Be sure to include some additional details if you need to reopen.
