Its never a Good Idea to Reload Plugins

If you change anything about the jar, like replacing it while spigot is running then the plugin is going to throw these errors. As @SnowBlinderYT said it's never a good idea to reload plugins. Just restart the server and the error will be solved.
And about the speakers, did it throw any error or message when you are trying to use them? Because they work fine for me

I only have this in the console

Try installing WorldEdit, WorldGuard and WgRegionEvents. At the moment there is a bug where the listener don't work without them. Maybe that fixes your problem

So regions are not working...maybe a cause it's not reading skript and we and wg... u have to fix this becouse both workend in 2.6.
