It seems that it's a quite extended issue in the current postal codes table we are using now. The following analysis returns > 1k duplicates.
Actually, I believe that's the reason behind some of the mismatches on the tax rate between us and the reference data on the blog. For instance, Baar (postal code 6340) returns 4 gemeinde and we end up picking a different one.

PLZGemeinden %>%
group_by(PLZ) %>%
summarise(ngemeinde = length(GDENR)) %>%
filter(ngemeinde > 1)

So, at this point, maybe first thing would be to check whether we are taking a good reference.

When building the postalcodes table, I've used the percGemeinde to make the postalcode - gemeinde unique.
