Is this mode planned to replace the current transparent mode?

A lot of it, yes. It's still experimental (as in unsupported on Linux), but we're working on fixing that. :) The best documentation is https://mitmproxy.org/posts/local-redirect/windows/ and https://mitmproxy.org/posts/local-redirect/macos/.

Tested on another Server 2022 machine that is NOT on AWS, and it did work on that one

Mitmproxy: 10.3.0 binary
Python: 3.12.3
OpenSSL: OpenSSL 3.2.1 30 Jan 2024
Platform: Windows-2022Server-10.0.20348-SP0

OS Name: Microsoft Windows Server 2022 Standard
OS Version: 10.0.20348 N/A Build 20348

Note that this one is Windows Server 2022 Standard, and the previous one that did not work was Windows 2022 Datacenter, but otherwise the OS versions are exactly the same.

Have you tried running local redirect mode?

I was not aware of that mode, but it seems to be working well for my case! It also seems to be capturing all traffic, as opposed to transparent mode which only captured TLS and web traffic.
Would be nice to add it to the "Modes of operation" page in the docs.
Is this mode planned to replace the current transparent mode?
