Optionally replace database.yml with command line prompts about wp-deploy

The main reason for having the database.yml is really just because of how we work internally at Mixd. It makes sense for us to have a file that we can share between our teams for quick local setups. I understand that it is a little unnecessary if you don't work in that way though.

Perhaps we can build in some logic to use ask prompts if a database.yml file isn't present. I'll look into it at some point, but it's not really a priority for us right now. Feel free to submit a pull request though if you'd like to contribute!

Ah yes, I see why a config file could come in handy. I've created a pull request that adds support for this while still supporting a database.yml file.
