I tested this:

Work in chrome, don't work in IE8

I can confirm the issue also with this minimal html, i hate IE!

this solution has only adapted the code hinclude in order to make it work, are not carried out checks and corrections on the code that comes included, if this is done using innerHTML of objects that IE does not recupra the property, the problem persists. .
we say that the writer would be the javascript code to verify the compaibilita with IE before continuing with the inclusion ..

The solution is in fact much simpler: RTFM

As the manual says:

Now, in each page where you want to use HInclude, add a namespace declaration and a script tag to the top
<html xmlns:hx="http://purl.org/NET/hinclude">

Works like a charm
