0.13 broke build: tag is needed when pushing to registry about buildkit

Thanks for your report @davhdavh, can you open the issue on buildx repo instead please as this is linked to bake and not buildkit?: https://github.com/docker/buildx/issues

If you think this an issue with bake action itself (related to missing provenance), can you open one in https://github.com/docker/bake-action/issues? I would like the full workflow and logs there to better understand what's going on. If you repro locally for output, then this is a buildx issue.

You mean buildx right? Can you show the full workflow please?

doh, you are right. I updated a version 0.12.1 two places and thought both were buildkit, but indeed the other is buildx. Sorry for the trouble.
