[bug] incompatibiltiy with phato-mqtt update

Hey, I updated to latest release of https://github.com/modrisb/chirp/releases/tag/1.1.17 and got an error: ``` ERROR (SyncWorker_0) [homeassistant.util.package] Unable to install package paho-mqtt==2.1.0: × No solution found when resolving dependencies: ╰─▶ Because you require paho-mqtt==2.1.0 and paho-mqtt==1.6.1, we can conclude that your requirements are unsatisfiable. ``` I tried installing the library manually but that resulted in all my other MQTT related devices failing.

Core 2025.3.1 requires 2.1.0 and chirp has been updated to support this version, there are api changes, looks no ways back. Try to upgrade to 2025.3.1.

Got will update a little later. Usually updates that require a specific HA version a requirement for it so HACS dose not push it if users instance is older.
