This is set in the specification, and for good reason. The loader it its own global, evaluation context and module registry. Different module registries can't be assumed to be compatible due to the customisation that is allowed in the naming conventions.

ok, I was just thinking it would get around the issue of modules potentially using different loaders. I suppose though there's nothing to stop me from handling this at the app level
