I'd like to nest configs as we may look at making a jobs
section like in many CIs so you just have to run gimbal
and it'd pickup the config file and run what it's told to run.

Need a default name that can be checked like some tolls like ESLint look for. So if the --cwd
contains something like .gimbal.yml
then use it. If we use the config module, then we get lots of different extension support including .js
for programmatic return.
