Is your locale set to UTF-8? What does

$ echo $LANG
$ echo $LC_ALL

return for you? Try

$ export LC_ALL=en_US.UTF-8

Just asked @MaiaVictor, who said you should update to a more recent version of node, since TextEncoder isn't available on 8.16.

If that fixes it, we should probably update the wiki's installation instructions with minimum versions

Thank you, upgrading fixed it. I am on node version v12.4.0 now.

In hindsight, I did not follow the guide exactly. Out of comfort I used the Ubuntu package manager to install node, which was why I had the version that was too old. So adding some sentence like "make sure that you are at least on version vX.X.X" would have prevented me from using the Ubuntu package manager.

I would guess that v10.16.0 (which is the lts version one gets from following the guide) is enough, but I have not verified this.
