Yeap. It can! :)

Now the thing is: if it wasn' t, we would be in some deep s***!
That feature can be used to remove "bad addons".
But has the downside that it can also be used to circumvent this kind of addons!

I don't think there will be a solution for this...

Maybe when Mozilla implements their solution (see: https://blog.mozilla.org/futurereleases/2018/01/11/announcing-esr60-policy-engine/ ) they can provide a solution...
