In the default app we get user roles from App\Security\UserRolesProvider

symfony-demo-app/src/Security/UserRolesProvider.php

Lines 18 to 25 in ee5358a

	public function getRoles(User $user): array
	{
	$roles = $user->isEnabled() ? [self::ROLE_USER] : [self::ROLE_DISABLED_USER];
	return array_merge($roles, $user->getRoles()->map(function (AppUserRole $userRole) {
	return $userRole->getRole();
	})->toArray());
	}

You can change this as you like :)

We also populate some database roles in https://github.com/msgphp/symfony-demo-app/blob/master/src/DataFixtures/ORM/Users.php#L60
