Thanks for the suggesting.
It's possible to use WSL's ctags for Windows projects.
We've supported WSL for the linters because 1) they don't provide the latest binary for Windows, and 2) building linters(such as Verilator) in Windows is not as easy as in Unix.
Ctags provides the latest binary for Windows here so I don't think we need to add WSL support for them.

the reason why use ctags under wsl is because I managed all apps in the wsl distribution from docker image
and to keep windows enviroment variable clean
custom wsl distribution easily add your windows
