Full-characterization file names have changed about hypercp

New Tartu characterization file format not accommodated in PR associated with the commits from Alexis above. ProcessL1b.read_unc_coefficient and ProcessL1b.read_unc_coefficient_frm still seek folders/files of a different format than the most recent I received from Tartu (see email from RV of May 16).

Update dev repo with new class and full characterization files from Tartu (HyperOCR and pySAS only; no access to TriOS or FICE-specific TriOS files from Tartu) with commit f359721

Update ConfigWindow to import Full Char files using new non-folder format (i.e., copy to Config folder for a specific configuration) with commit 4ba86fc
