Thank you @nasacrawford, was just about to ping you but this works great too. Yes, I am seeing this in documentation and within my own personal repositories as well, I thought there might be a chance of some sort of setting on the admin end. But it seems to be a GitHub wide restriction since they would prefer labels to be reviewed by repository admins and contributors.
So I definitely encourage everyone to suggest their labels and I am happy to help.

Good morning @lauracion! I will connect with Steve as he would have more insight into what it would take to do that as he is owner of the repository and would have those permissions. Of course staying within our own rules. For now, as a temporary solution (or it may end up being the solution if this can't be fixed), you can submit issues to propose new labels and I can get them added. You can include the following information:
Title: [propose label] Your Desired Label
Description: A very brief description of what you want to use the label for
Desired color (optional): I can choose one for you, but if you have a favorite color then you can paste the hex color code that is desired

With our current permissions, I don't think we can extend them to allow users to add labels.
Feel free to drop in suggestions when creating comments and @bressler95tops can add them on as he suggested.

Thank you @lauracion I appreciate you putting this together, I know we agreed to prioritize content but this is very great to think about so we can have a nice, organized list of images to go through. Feel free to add labels or anything else that may be useful for you when working on this like we discussed.
I will give some more thought to what we talked about with regards to the pipeline and maybe set up a working branch for the Spanish version of the curriculum.
