The expected behavior is that absent any setting on host or group level it will use the value from defaults.

There was documentation lost in the Nornir 2.x to 3.x jump that covers a lot of these expected behaviors in inventory plugins; we probably want to raise this as an issue on the Nornir repo.

I'm trying to find some documentation exactly on the defaults setup. I am not seeing any documentation about what must be supported by an inventory. I think I see how there are some implementations in other Nornir inventories, but there is no documentation that the defaults are required.

There is commentary/documentation that to modify anything gathered in an inventory that you should be using a transform function. Which this would be an approach certain, it is now three places where a username/password can be set.
