tmgr library is buggy and incomplete about antares

I fully reworked the library. Main features:

1. Two modes of operation: as uptime counter (faster in work, but limited in uptime of device) or as countdown timer (unlimited in device uptime, but slightly slower)
2. Two queues of tasks (created temporary fast_queue in which newly-registered tasks are added) - this feature exclude race condition
3. Split old tmgr_tick() function. Now there is tmgr_timer() to run in timer interrupt (just increases uptime counter or decreases coundown value in each task added) and tmgr_tick() to run in main cycle (joins fast and main queue, then runs current tasks).
4. Size of the tmgr_time_t is set by user (in menuconfig)
5. Base time type is ticks, but there are functions that allows you to convert s/ms/us to ticks and vice versa.
