I think this is expected because CMake version is less than the minimum required (3.13.0). Building fails on old systems (I know that it fails on Centos7 too).

This is correct, at minimum CMake would need to be newer than what 18.04 ships, and other things may need to be updated as well. If you just want Netdata itself, static builds are the only approach we officially support for Ubuntu 18.04.
