Oops, totally missed this.
I think it might be a difference in the way NGS is encoding the data. Tagging @john-b-edwards but I don't think there's anything we can do on this front

Very late on this, but yes, confirming this is something to do with how nfl encodes the data. Checking the raw data returned from the API, the offense_personnel field is NA for 2016, 2017 penalties, but is populated for later seasons.
Since this is an issue with the underlying data and not anything on our end, I am going to close this issue.
