I have installed NGINX from http://nginx.org/packages/debian/ squeeze nginx
and it is compiled with options --add-module=/usr/src/nginx/source/nginx-1.4.2/debian/modules/nginx-cache-purge

Well, I use Arch, but it's not provided. Please refer to this link http://wiki.nginx.org/3rdPartyModules. Generally these 3rd party modules are not widely used and/or provided with nginx package. So it doesn't really follow the boilerplate (generic quick-start) concept, I'm afraid.
