Couldn't install Surprise in windows about surprise

I managed to get 1.1.3 installed using

python -m pip install --upgrade pip setuptools wheel
python -m pip install --no-use-pep517 scikit-surprise

win11 py3.11

I'm also not able to install it via pypi.

Also checking it out and running install gives the error: 'surprise/similarities.c': No such file or directory
