Yeah you can define a new route, which accept slashes:

config/routes.rb:

get "urls/:url" => "urls#index", :constraints => {:url => /.*/}

The find method accepts paths:

app/controllers/urls_controller.rb:

def index
  @page = Page.find(params[:url])
end

I think that should solve your problem.
