Any reason that your application has to run in such an high port? If not try smth. >2000

Possibly your server admin forbids opening new ports. Connect using SSH, run PORT=4999 node/bin/node index.js and check with netstat or telnet if the port is opened. Next, try connecting using curl http://127.0.0.1:4999 and check if there are any errors.

I tried this it says it could not connect to host
