This appears to be an issue with clevis itself on the versions of distributions where this error occurs. I'm more actively working on the non-clevis TPM 2 implementation as a workaround, then will investigate if a patch here in mortar or a patch to the clevis project can remedy this.

On further investigation it appears this is a compatibility issue between a change in systemd and clevis. There is a pending pull request to fix this on the clevis project here: latchset/clevis#275

It appears the fix in latchset/clevis#275 was merged, going to keep an eye on both the Debian and Arch repos to measure the impact and determine if this fix works our our needs.

Debian's testing repository has updated the clevis-luks and clevis-tpm2 packages to 15-5 which resolves this issue for that distribution. 15-4 was the last version to contain this issue.

Man, Arch is really taking its sweet time updating clevis.
