Highlighting is based on what's loaded into the running image, so it won't be highlighted until you load it.
Jump to definition only works if it was loaded with load-file. Inline eval is equivalent to sending it from the repl, so there's no file context associated with it. If it's in the same file, you can use the file symbols command (ctrl+shift+o).

In order to update function information(highlighting, jump to def, ...) defined within a function, do I have to execute the outer function?
It's confusing because the way it works is different from the other lsp semantic highlighting feature. 😅
Is it the intended behavior or do you have any plans to improve it?

Unfortunately, this is the improvement. It's not so much intended behavior as forced behavior. Lisp doesn't work like other languages and isn't possible to statically analyze. The only way to know for sure what a symbol represents is to query the runtime. There are no keywords or operators. Everything is a function or macro call.
For jump to definition, it only has the location information after doing load file. It's just how the compiler works.
