Byte-range support added in 530fdfe. You can build and test with the .m3u8 file.

Hmm. Ranges support is not implemented for Hls.js engine. It should be rather easy to add. I think we will do it in next release.
But ranges are supported in Shaka engine. You can try to use Shaka Player with P2P Media Loader.

Hello, what is this useful for? Can this be implemented to allow partial downloads of chunks from http instead full chunk when failover back to http download?

It is not about failover or partial segments downloads.
It is about Byte-Range Support for Segments in HLS - i.e. when a file contains more than one or all segments (fMP4 for example).
