set layout controllers inactive when no port is assigned
have a "train shed" area where you can drag and drop trains to make them inactive?

is now implemented, only caveat is that if switches/crossing motors are unassigned from hub, the hub will usually stay active

To deactivate a train, create a block and enable the "disable train" setting and move the train in that block.
