this is partly implemented now. The cells structure is right now a dict of arrays of arrays, but thinking about making it just a array of arrays of arrays, reordering of layers should still be easily possible and names are probably not needed here

now that directed track connections are refactored we can treat portals just as connections between directed tracks and assume they are portals if they are not physically next to each other
