Link VSCode settings to the correct path depending on platform

From the VSCode docs: ``` Depending on your platform, the user settings file is located here: Windows %APPDATA%\Code\User\settings.json macOS $HOME/Library/Application Support/Code/User/settings.json Linux $HOME/.config/Code/User/settings.json ``` Currently, the create_links.sh script assumes that it will be dropped into `$HOME/.config`, which isn't useful on macOS.
