@bradmartin Just tested with a new fresh NS7 Vue app and PullToRefresh 3.0.1.
No issues occured.
Everyone, make sure you install proper plugin version for your app NS version.

According to README, one must install 2.1.0 for NS 6.x.x and latest version for NS 7.
I migrated one of my old apps to 7, and installed latest version of plugin without issues.
My app is built using NativeScript Core JS.
That might mean it's Vue-related. I'll do a few tests again today to be double-sure.
