I notice the languages don't match. Does this article describe your situation? Can you figure out a way to get your languages to match?

I'm unable to reproduce this. Is upgrading to a newer Excel out of the question?

I suppose it's worth a shot to uninstall OLAP PivotTable Extensions and reinstall an old build which was the latest prior to Excel 2013 being supported:

Another similar issue was resolved by uninstalling Skype for Business 2016:

Hi, i was able to upgrade to MS 365. We are advising other users in the organization to do the same. I will try the uninstall of Skype to see if that was the issue, however it is not an option, as it is also used extensively. Thanks for your help!

We uninstalled Skype For Business and this error message was resolved for OLAP PivotTable Extensions v.0.9.0
