The configuration is still potentially useful when the institution doesn't have CAT activated, or didn't keep it up-to-date. But with manual configuration, at least the ca_cert= should be configured to match the institution-provided CA certificate.

Some institutions use a public CA such as DigiCert or Comodo, in which case domain_suffix_match= also should be set to the institution's domain name.

Apart from the obvious fact that August 22 already passed.

This is still pretty useful, especially since CAT doesn't always work (with my setup it works, but saves the password in plaintext).
