Display outlines of all structures on the map view about reveal-frontend

This is the style we use on the android client reveal-streets-satellite.json

The specific layers that have the styling are

• reveal-data-polygons - Polygons
• reveal-data-points - Points

And the Layers for the selected features

• select-layer-polygons
• select-layer-circles

We'll display all structures (not points) in the jurisdiction when the map is loaded i.e. before any goal is selected. They should be colored: C7C7C7

@mberg @githengi - If we have structures rendering with outlines and transparencies in the APK, please post specs here so we can match for consistency.

This is currently working really well in PR #133, the main body of work remaining is rendering only tasks which are marked as lastModified.

That being said, the source Superset slice(s) for the structures don't include the lastModified column.

The result is rendering many outdated tasks per structure:
