I close it as we're reasonably happy with @OpenObservatory mail hosted by Google right now.
Those who are unhappy about giving email metadata to Google can use XMPP+OTR. Jabber server is hosted under torproject.org and annoys about plain-text messages. Our XMPP accounts are listed in https://ooni.torproject.org/about/#contact
Alert emails are sent directly to MX and source IPs are whitelisted. That's also imperfect solution, but it works reasonably well.
