We discussed on this issue and thought that current video submodule is more like a general video helper.
For action recognition/detection, a more specific and efficient class is required.
It may be better to leave a video submodule in mmcv for general operations, such as reading frames or converting a video to a folder of frames, while write a task-specific video class in mmvideo.
Optical flow methods can be further merged into mmvideo.
